Assignment Two

Write a five page paper based exclusively on information you obtain from the Web concerning relations between Congress and public agencies


First, select a public agency, but not the FBI, different from the one that you examined in assignment one. Select a program that the agency implements, and discuss one rulemaking activity that the agency has been involved with in relation to the program. Explain what the public agency is attempting to accomplish with the new set of rules and how it intends to accomplish it. Hint: All rulemaking activities by federal public agencies are reported in the federal register.
Second, select one or two actions that Congress has recently taken, or is considering taking, in relation to the program the public agency implements. Do not list every Congressional action taken. Rather, select a single action (or two) and discuss how it would affect the public agency in its rule making and in its attempt to implement the program. This is most easily accomplished by examining the bills that members of Congress have introduced
Third, numerous members of Congress post comments on various public policies and how they would like to reform or eliminate those policies. Discuss the comments that members of Congress have posted concerning the program of the public agency you selected.
Fourth, compare and contrast the position and activities of the public agency with the action and position of various members of Congress. Are the activities of the public agency and of Congress compatible? Are they moving in similar policy directions? Or, does there appear to be conflict between the position of the agency and the position of members of Congress? Explain.
Fifth, provide a list of the URLs of the Web sites from which you obtained information.


You will find GPO Access on the Web especially helpful. It will provide you with connections to the Federal Register, bills introduced in Congress, and postings of comments made by members of Congress

Paper format. The paper must be typed on 8 1/2" by 11" white paper, double-spaced, with one inch margins, and page numbers. Use an essay format.

Paper grade. The paper will be graded as follows: 80% on content, 10% on organization, and 10% on spelling and grammar. The paper is due at the end of class on March 6. Remember, I only accept papers from people who actually attend class.
